Perhaps a hobo could figure it out, but to my mind, it is just meaningless gibberish.

Yah, my thought too. Sounds like those schoolchildren in 1st form (equivalent to HS freshmen in the US?) in Mumbai, although the lowest bidder, just aren't cutting it in terms of writing copy. But they do make the bottom line look good ...
