Foreign medical school graduates can (and do) participate in US residency matching every year. Not saying that's how they got here, but it's a possibility.

But he uses the H2B Visa program which is saying that there are NO qualified American workers willing to work at his resort so he has to import them from other countries.

No matter how a person feels about the elected President of the United States, this is as stupid as it gets and to me anyone defending the H2B visa program is just as stupid. The H1B Visa program is full of fraud, but the H2B Visa program is a fraud on America.
