What type of jobs/careers/companies offer good perks like a good bit of time off, telecommuting, 40 hour workweeks, etc. besides teaching? I'm guessing government?
Government. City, County, State administrative jobs. At one point in my career when I was burned out I took a cut in salary to move from the private sector to a government position. It was basicially less than a 1/4 of what I was used to doing - but still in the same field. Time off was abundant, they frowned on working more than 40 hours a week. Health benefits were top notch. It was a nice break and then I went back into the private sector.
Another area is banking. All of my aunts work for a specific bank location as loan officers, tellers and customer service.
I'm not clear what you mean by good bit of time off, if you mean like teachers where they get months of time off I honestly can't think of another job or employer that offers anything similar.
Government jobs usually work 40 hours and get 10 holidays plus vacation/sick that depends on the employer, but there are many civilian jobs that are the same. I'm a computer programmer and have always worked about 40 hours/week, sometimes more when crisis/deadline but offset by the occasional early happy hour on Fridays. At my last job I was up to four weeks annually of vacation on top of 10 holidays, that is probably better than most government jobs. Current gig I telecommute, definitely a nice perk.

As far as summer goes a teacher usually has the option of being paid for the months they are in the school year and get nothing in the summer, or have their pay spread over 12 months. Summers aren't a free ride.

That pretty much sums it up. School year of 190 days (say, counting in-service days) runs usually from 7/1 to 6/30. How the days are put in there is up to the school board. Teachers can choose to get paid over the 10 months school is in session with no checks in the summer or defer a portion to get a couple to four pays during the summer.
I don't do the summer pay option so last year, because we had so many snow days we had to make up, my last check came two weeks before the last day of school. The option wasn't available when I started and I've never bothered to change it.
