Oakley is a great neighborhood. It's in southeast Asheville, near Biltmore Village, Tunnel Road, the public golf course, and the Blue Ridge Parkway. It's a very safe neighborhood, and I never feel nervous here at all. There is an astounding variety of housing in Oakley as well, everything from extremely low end to very nice, big houses with big lawns. I have a nice 3 bedroom, 2 bath house in Oakley with a master suite and a big living room with high ceilings, and the rent is only $1050. Plus, it's less than 10 years old. You would pay $1300+ in North Asheville for a similar house. Oakley is awesome!
I also recommend Kenilworth. The prices are higher there, but it's a bit nicer of a neighborhood overall, and it's closer to downtown. Great location too.
We used to own a small house in Kenilworth Forest which is right behind the mall. It's a great neighborhood, dog-friendly and private, but minutes to everything. There is a lake there and a small community park. It's been a few years since we were there, but at that time, a nice little house with large yard rented there for an average of $1,200 a month or so. There were several rentals in there but you would never know it, tenants who rented there were great.

I am partial to the North Asheville areas, most of the neighborhoods have a lot of character, some historic, and a few are up in the woods between UNCA and Beaver Lake, plus it's easy to get into downtown from the north side. You can look in the Mountain Xpress to find for homes to rent, it will be easy to find something within your price range, you will have to personally look at about 10 or 15 before you can be sure you got the right fit. Also, in that same newspaper, they have a hobby activity calendar that lists fifty million things to do with people who have shared interests, good for making friends, altho folks in your neighborhood will be friendly to you, too. The paper has an online version where you can check out both those rentals and activities.
