In fact, a whole large swath of the northern canadian archipelagos are below -40C with moderate to high winds right now. Taloyoak, Gjoa Haven, Sachs Harbor, Aulavik Park, etc. I am very jealous. Would really love to be smack dab in the middle of that.

The fact that some people have planted them there is something I put down more to tourist board and chamber of commerce thinking than anything else i.e. an attempt to paint a picture of the place in people's heads that implies much more reliable winter warmth than there actually is. I recall seeing the odd palm tree in SW Ireland where I lived.
It's a question of taste, I live north of 37 30' in the East Bay, but it rarely gets below freezing here and in five winters have never seen a snowflake below 2,000 feet, or an afternoon where it didn't at least get into the 50s. It's not just palms but fruit trees everywhere, along with Agave, lots of Eucalyptus and other tropical plants. We also have a few live oaks and Magnolias. It's actually is an ideal blend of all trees, we're wetter than LA so just about everything grows here.
But what I don't like are high latitude, cold hardy windmill palms that you see quite a few of now around London, Seattle, Portland, and Vancouver. They're not attractive, and don't blend in well because you can't
grow citrus or other tropical plants in these areas. Much of Texas away from the coast has a similar feel,
except with fan palms instead of windmills.
I hate, hate, hate snow and ice, unless I'm sitting at a pool in SoCal next to a palm tree and looking at the snow from a distance.
