I wonder what's the record for biggest departure from average on record? I know there's places that their record lows are more than 60 F colder than their average lows.......

Well, I think Roger's pass has an average low around 13F, but it apparently reached -70F once. So, 83F is the biggest departure I can think of, assuming those stats are even accurate.

The climate data for Rogers Pass seems a bit sketchy......a 14 F average low for that location seems unlikely. Even then, that record low is at least about 70-75 F below the average. I noticed that the furthest departures are in the Intermountain West....

Not inaccurate. Western Montana has relatively warm winter low temps, probably because it's quite cloudy and has some Pacific influence. You're right about the departures being strongest in that area.

Average winter climate gets milder as you get closer to the Rockies, though elevation cancels the effect. Denver has a smiilar or milder lows than places lower down in Kansas. Cold, polar air tends to flow further east. And Chinook winds boost temperatures. Here's the forecast for Roger's Pass. Actually a location 1000 feet higher:

here's an official source, has a 14°F low for January. If isn't Rogers Pass, my guess is somehwere just east of the northern Rockies would have the most below average temperature in the world. Or central Alaska. I'd guess Asian locations aren't as variable, but there might be someplace with favorable geography

But whoops, coldest temperature for Rogers Pass in that link is -46°F. Ok, that link is at an elevation of 4400 feet, the -70°F is at 5600 feet, in 1954. That link only goes back to 1964, dunno where data for the other higher station is. Its average low is probably lower than the above station.
