Still don't get how, when Chicago's summers, springs, and autumns temperatures are warmer. Is it that our winter minimum temps are that much colder that allow for the annual means to be so similar?

Environment Canada's website can be misleading. For example, the normals for Amherstburg (1988-2006) and the annex (1981-2003) do not meet WMO standards. Downtown Toronto is likely warmer than the averages suggest.

Unfortunately, there are no averages for the Windsor riverside station yet either. Downtown Windsor would probably have a similar annual temp to the Detroit city airport station at 10.6°C/51.1°F (1981-2010). I believe this would make it the warmest spot in Canada.

Ezeiza Airport (a suburb of BA):
16.5 C / 61.7 F (1981-1990)

So, the new normals I guess would be a bit higher.

Windsor Riverside is just short of the 15 years required to generate an average, but Environment Canada did post an Microsoft Database file on their website with the 1981-2010 averages for all weather stations that had at least 5 years of data. I downloaded it before they removed the link.

Windsor Riverside has a mean of 10.68, which is not the highest in Canada, but their means in June (21.37), July (23.56), August (22.73), September (18.86), and October (12.09) are the highest in Canada.

I suspect that the CS stations exaggerate the temperatures, with hot temperatures being recorded warmer than it really is while cold temperatures are recorded colder than the actual. Therefore, any weather station above 4.5C is exaggerated by a CS station, while any station colder than 4.5 reads too low.

Thanks for the info. It looks like Merry Island is indeed warmer than Detroit city AP using the WMO threshold at 11°c. All of the other stations you provided do not meet this threshold however, including Agassiz CDA, which has a C Code. Still, i'm sure that many of those stations in BC would end up being warmer given the appropriate data.

Interesting. I am not familiar with cs stations and I don't think there are any in Ontario.

I should have been more specific. I considered weather stations to be at or near the same spot when they were less than 0.5 km apart. The two Summerland stations are 0.466730746 km apart.

As for Agassiz, it it one of the oldest weather station in BC that is still in service today. I think that only Barkerville is older. It used to have an "A" code (1971-2000), but you are correct, it has December as "C" while other months have an "A". This means that the annual code is also "C".

The mean in 2000 was 10.5, and in 2010 it was 10.8.

What about Vancouver Harbour weather station? I think it's annual average for 1981-2010 is 11c

I personally don't see a problem with geographically close weather stations
having different averages in 1 to 2 degree range. Lot's of local factors involved,
terrain/slope, elevation, proximity to lake/ocean or river, creating micro climates.
