North America goes straight up to the Arctic which can accumulate very cold air which is moderated less than a southerly blast in Alice springs due to the distance it has to travel over a relatively warm/mild ocean.
Something seems odd with Monterrey. How can a city over 1700 feet in elevation, at the same latitude and quite close to Brownsville, only have a record low of 19F? Brownsville has gone colder than that.
I'll give the edge to Monterrey. Alice Springs may average lower in the winter, but Monterrey is definitely more prone to those big cold snaps that freeze fountains IMO. Those record lows look suspicious to me.
