Paris is colder than Vancouver and gets more extreme cold snaps.

Paris also who voted for vacouver its a FACT that paris gets more extreme cold snaps But think paris is much more variable in winter tan vancouver mild spells are milder cold spells are colder.

Vancouver's climate is much milder, so it isn't as hot as Paris in summer, and isn't as cold in winter. Therefore, Paris.

It looks like Paris is USDA hardiness zone 8a, while Vancouver is 8b. So Paris is slightly more prone to cold snaps.

I like using heating/cooling degree days better:

DEC 1 2012-FEB 6 2013 HEATING DEGREE DAYS:
VANCOUVER (CYVR): 1805
PARIS (LFPG): 1690

That's just this year.. I was speaking more generally over many years. It also doesn't count the fact that as another P London said, Paris' temperatures in winter aren't as stable hence more mild spells which would lessen heating degree days.

Looking at the records, it seems Paris is slightly more prone to bursts of extreme cold.

That being said, one doesn't have to go that far inland or uphill for that to reverse.
