I prefer Sochi for better summers (warmer lows and wetter) and the winters are not as sunless as Rostov-on-Don.

B+ climate vs a C climate.

Sochi by far. Rostov-on-Don is too dry and winters are too cold.

Sochi by far for the much warmer winters. You can grow many species of palm trees there unlike in Rostov-on-Don

I was surprised when I found that there is growing a lot of different types of palm trees, although the latitude of the city is pretty high. Palm trees in Sochi, Russia - DISCUSSING PALM TREES WORLDWIDE - PalmTalk

^^^ I never would have guessed that picture was taken in Russia, looks more like what I'd expect of South Carolina or the Costa del Sol or something! Still, my vote goes to Rostov-on-Don. Take a couple of degrees off the summers and add them to the winters and that would be close to my ideal.

Rostov! Extremely uneven sunshine distribution, almost perfect temperatures and not too shabby winter record lows. I prefer Sochi's precipitation though.
