Beijing because it is warmer and has more sunshine. I'm a bit worried about the pollution and dust storms, though. Also, while I normally don't mind a dry season during the cool part of the year, Beijing is borderline semiarid.
Moscow, I prefer its precipitation and sunshine pattern. Beijing's winter are bit sad with these cold averages with scant snow. The cold records are quite weak compared to the averages, suggesting monotonous and sunny weather in the cold season. Moreover the dust would be a problem.
The problem with Moscow is that its summers are rather weak. While recently it has been subject to intense heat waves, the probability of "missing summer" is still high.
Btw what's with this winter seasonal lag? I've noticed that recently the coldest period in Moscow was often in February but didn't think it averaged colder than Januray.
1981 - 2010 averages show how much of an impact the recent heatwaves have had in Moscow, and wow, Moscow has warmed a lot.. from -12c low in Jan to -9c..
From those two, clearly Beijing. I like its summer rain maximums, and its sunny winters.
