Beijing !!! No hesitation at all. Much warmer for much longer, much sunnier, and has proper summers.
Actually, I was in Beijing a few days ago, and it was incredibly warm for April - we hit 30°C one day!
Everytime I went to Beijing (alright, always in spring!) the weather was delightful, European-summer-like with 25-30°C highs, 10-20°C nights and abundant sunshine.
Moscow's summers are far more pleasant, and Moscow actually has a good winter with a lot more snow than Beijing. It can also get a lot colder in Moscow.
both hands for Beijing. i live in moscow now: you've born 3 months of winter? 4th and 5th you get for free- have fun! though i think air pollution in BJ is catastrophic.
