That looks like an old picture of Denver. The taller building on the left with open balconies reminds me of the dorms they built for the Olympics which they decided not do. On the other hand, the massive "brick" building doesn't look familiar.
Lots of brick, smaller city between 20-40k people. Definitely 1800s architecture. Went through really rough times, looks like it could be in GA-NC-SC-VA-WV-TN area.
