Looks Cuban. Tourists (Canadian? German?) visiting some older palacio in the city with a view. I see a power plant and likely a refinery off in the distance. Some sort of dock area. By orientation and landmarks, doesn’t fit with Havana or Santiago. I’m going with the 100 fires of Cienfuegos, Cuba, shot from the Palacio Ferrer.
Yes, Caen. The fight for Caen, led by Montgomery, was still ongoing 75 years ago. Allied bombing reduced the skyline to rubble, so most of what was seen was rebuilt. Paris, fortunately, was spared a similar fate.
Caen was also interesting as it was a major city of William the Conquerer (the fortress and basilica dated from his time), who landed a fleet the other way across the English Channel 878 years earlier.
