Palu, Sulawesi, Indonesia ??


I can see a Mosque and a Chinese type structure in the pic. It strongly suggests South east Asia. Unfortunately the rivers in that part of the world has multiple names and it is difficult to corroborate them with city names.

Yes, it is Palu. It was recently hit pretty hard by a Tsunami, the effects of which were amplified by its location on a sound and valley on the rivermouth.

Yes. This is view of "Victorian and Art Deco Ensemble of Mumbai" in South Bombay (Mumbai) which got World Heritage status in 2018. Rajabai Clock Tower is a part of University Campus and you can also see Oval Maidan and Arabian Sea in the background !!

Not Tobruk, you must go west across the Atlantic to find this city, which has a population greater than 10X Tobruk, if Wikipedia is to be believed.
