I'll give another clue.....the city itself is under 30,000 population.

First thought with that clue was Bartlesville, OK, but they don't have that kind of pavement in B-Ville. (Neat place, though.)

I'd always wanted to post that place since I'd flown over it before en route to the Crypt Military Operations Area when I was part of an inspection team temporarily at the 132nd FW (Des Moines). Fort Dodge, Iowa.

Yep, unfortunately the only time I visited, it did look a bit like what ajams22 mentioned. Very spooky:
