Nope. Not in Westchester.
And not a downtown. This is a secondary or tertiary skyline in this city.
Maybe half a point for guessing the city. Full point for naming the district/neighborhood.

Eh, don't put too much on the mileage. I didn't measure it out. It may be 50 miles as the crow flies, more or less, a little more driving but well under 100. And it's not in New York City.

This one's a toughie.
