I don't know if this is just me, but all I am seeing is a black square.
If the picture is supposed to be of a pitch dark skyline, then my guess is for Pyongyang at night.

My guess is going to be Detroit. Didn't they just have a power outage?

It's Detroit. Photoshop is a dangerous thing. The pic posted a lot darker than it was supposed to be. Detroit's skyline IS visible, albeit very dark. GM on the far right.

I was kinda think Compton California, and if not that, then maybe some lumpish part of San Diego?
