I'll take a stab at this one and say Fort Collins
The clues of being slightly north and west of an Indian Ocean port city. That put it in the African Great Lakes. Beyond that, it was a lucky stab, none of the other lakeside cities looked anywhere as developed as the guess. If the next clue had been farther west then it would have been a transcontinental jump.

As for the current posting, Ex-Ithacan is closest. Named for a dude. Also, it's a beer afficianado's dream, with 19 craft beer breweries in the area. To use an old term, this place is just ducky.

And for the University of Oregon Ducks (hence the clue). And some not-so-great pinot noir, even though everyone says it's great.

Monroe, Louisiana. I posted a picture taken from across the Ouachita River a few months back, and I was stationed in Alexandria an hour southwest and visited "Funroe Monroe", so named because it wasn't any fun (dry parish, blue laws), but the link at the bottom unfortunately also opens up a new window with the name of the city at the top.

I'd say post another different one with any links removed.
