Addendum: Ankara is a better/closer guess.

Malatya or Eskisehir?

Btw I am assuming your photo was taken at the time you flew over, i.e. in the mid 80s. Do you know if the town has changed much?

I am sure I am still wrong as I can't quite find a similar-looking mosque or tall building like the ones in the picture. Incidentally, Eskisehir looks like a lovely town from images I've seen on sites like skyscraper.com.

Not Eskisehir. I spent one night at Eskesehir but saw little of it. The pic in question has a large NATO weapons range nearby.

Not at all. It's very much inland. Sounds a bit like the protagonist in a 1980s Arnold Schwarzenegger, Brigitte Nielsen and Sandahl Bergman movie, minus the color.

The area is also known for a meditative dance sometimes used out of context to describe something else.

Konya.

I did actually think of Konya but for some reason at the time coudn't find a picture that resembled your picture, yet when I go now to search, I can find one:

http://ds-lands.com/konya.html

I think when I looked originally, I was checking the mosques and thus found pictures like this that seemed to show more than 2 minarets:

Btw I didn't think it was Istanbul but just realised that it hadnt been mentioned so thought I'd just confirm that it wasn't.

It is Konya (rhymes with "Sonja", as in Red Sonja), and is known for it's Sufi whirling dervishes. It was a bit smaller when I flew over it on the way to the weapons range almost 30 years ago.
