That would be Yellowknife in the Northwest Territories. One the most isolated skyline in North America (along with Anchorage)... there's just two roads, one that basically goes out into the middle of nowhere and before too long becomes an ice road and another heading to connecting it to the rest of Canada with the closest significant city being Edmonton 950 miles away...
OK they're getting trickier, so try this one. It may be a smaller city, but it does have a skyline
My first thought is that it looks Canadian, though I wondered if it could be in Maine. Having a skyline despite being small suggests it's likely isolated.
