That's Victoria, BC!

It looks, feels, and is an older city than Vancouver and was a more prominent one back in the late 19th century.
Yes! Didn't realize it was older, makes sense now.

Damn, I'm not used to seeing Victoria without the fancy hotels and parliament... Sidenote, after it turned out my guess of Saint John, NB was wrong, I decided to check out what that city looks like, there are looks of very nice historic commercial and industrial building and brick rowhouses that make it feel more like a city of 500,000 than 100,000... I'm not sure even Toronto or Hamilton have such great masonry buildings.

I'm not sure what to guess for the new one... maybe Eugene, OR? It's hard to tell if the homes on the hill are nicer American homes or small apartment buildings...

Eugene doesn't have mountains close by or a wide body of water near it. I'm thinking it's not in the US.

If it is, it can't be anywhere on the East Coast. And I can't think of a West Coast city that could match. Juneau, Alaska might fit.

here's one, this is a bit of an older picture but the downtown remains pretty much the same (there are newer buildings on the waterfront now).
