Disability After Unemployment (work, state, hearing, California)

I keep hearing about people going on Social Security Disability after unemployment. Since there were working at one point, it seems at least for some they became depressed after 99 weeks for sending out thousands of resumes and not getting a job.
My question is this, why Social Security Disability rather than State Disability. If you collected for 99 weeks I can see you did not pay into your base period for State Disability.
However. if you were on unemployment for say, 70 weeks or less it seems like the last quarter you worked would be in your base period for State Disability.
I don't think there are many states offering this benefit. My husband is on SSDI now after being unemployed and exhausting benefits. We don't however live in California and our state doesn't offer state disability.
