OTOH....

When bicycling in Colorado, which out of state license plate will gas you out, not acknowledging that bicycles have the full legal use of the entire right traffic lane in some jurisdictions and mountain passes?

Before the pandemic, and while I used to go with my wife to a few garage sales on the west side at Albuquerque, you could always see many license plates from Chihuahua, Mexico. Sometimes at lunch at a local restaurant or cafe you could see at least one van or a small trailer loaded with 20 or 30 bicycles tied to the top of the van or in a small trailer pulled by a small vehicle.

I always figured the bikes were headed back to the mercados in Mexico?

I haven't been to many GS's in Lubbock but I suspect there are a few here as well although it's a bit farther to Mexico than is Albuquerque.

Corpus it's mostly Midwest states from snow birds and college students(college advertises a lot in Kansas and Nebraska since they want to go to college near the beach). Some Florida from the naval base(pilots) and a fair amount of Mexico. Occasional Louisiana and California.

Most of the Mexican plates I see in Houston are from neighboring Nuevo Leon or Tamaulipas or from the México City area, either D.F./CDMX or the suburbs in México state.

The only time I saw Chihuahuan plates in Texas was during my road trip to Phoenix a couple years back. There were a couple of cars pumping gas in Fort Stockton along I-10. Wished I was heading for a swim in nearby Balmorhea instead! Now have to make another long road trip to that side of Texas.
