Yes that is correct. In order to register a car, the car must pass a emissions test but currently the car isn't running nor could be driven. So the question could be that, is it possible to just transfer Title only and leave out the sticker/tag?

You should be able to transfer the title without registering it. There may be circumstances regarding the specific title that prevents this, so you will have to research it. However in the Nashville area, it will have to pass an emission test to be registered (to get a license plate).

Generally, registration is required at the time of title. This is why the OP is having complications. People with an inoperable vehicle generally won't even bother to title it, but getting it out of NC on paper means no more NC property tax, emissions, or safety inspection hassles. People with cars that won't pass emissions for one reason or another usually just tag the car in a nearby county that doesn't have emissions testing. I'm not saying its right, but its what's done. There is no requirement to have the car insured if you aren't driving it but to be insured against theft its a good idea to carry comprehensive.
