While I agree that there are too many commercial breaks during football games, you do see a good amount of ads during soccer games. Jerseys have big ads front and center on them. You have LED boards lining the field that can be seen throughout the match. In some countries they have computer generated ads showing on the goal line during the match. A number of the world's top leagues are sponsored by someone so you see a corporate logo along with the league's logo, example Santander with La Liga and TIM with Serie A.

The slowness, actually the pause and explosive action cycle of American Football is its strength, not its weakness. That every minute, except during time outs, you have the explosive action that you are ready to receive as opposed to a random moment during continuous play is what brings in the fans.

Ad always they are always tweaking the rules for a better TV show. They want to emphasize offense, while keeping the predictable timing balance for the selling of ads. However given other rules the offenses lately have been speeding up the game cycle to prevent specialized defensive players from entering. And now some are pushing back recommending rules changes to slow down the cycle to the next play
