Technically, you no longer have to take the test to get a get a learner's permit, as long as you're enrolled in a driver training course. That could help explain why there are so many bad drivers on the road who're ignorant of the traffic laws/rules of the road.

I encourage you to take the test to get the learner's permit, especially since you're coming from another country. Being knowledgeable of the laws/rules will mean 1) there is that much less your instructor will need to teach you (at an hourly rate) and 2) you'll be more likely to pass the driver's exam the first time (saving a lot of time and money).
