It makes no sense only being able to wash my car on my given day. Since the timeframe was brought up as well, it only makes it more difficult.

I use a lot more water handwatering my grass than washing my car. I just take it to a coin operated car wash now but would prefer to wash at home.

At least my car doesn't get dirty as often due to the lack of rain but would very much rather have rain and a dirty car of course.

Actually I do wash my pickup and our other cars in the evening. I've done it for years. I don't have to worry about the hard water spots baking onto my paint, neighbors don't stop by to start a conversation, the weather is cooler, etc.

my driveway is on a slope...there is NO way water would not get in the street

My car remains dirty.....so what does SAWS care more about, that you wash your car on your watering day and times or that water is not running off from the driveway into the street?

I washed my car in the grass once. Learned a valuable lesson. Take the car straight from the driveway to the grass. I had been out and about that day and got a wild hair to wash the car. Ended up with grass burnt in the exact shape of my exhaust. Looked like a stretched "X" in the grass.
