Can retiree get $1000 check due to coronavirus? (social security, federal, state)

I am posting the question on the behalf of my parents (receiving Social security retirement payment monthly, no other income source).
I know the bill is not finalized yet, but it is very likely that government will send out check to Americans. But who will be qualified?
Most retirees do not work anymore, technically, coronavirus does not affect them financially. It only affects people who are out of work (most hourly employees).
In 2001, 2008, did retirees receive check from Government?
If my parents are qualified, do they need to file tax return first? They have not filed tax return since retirement (no other income source).

It is quite easy to qualify a subset of the population. They will probably use the IRS database. They can pull lists based on any number of categories such as... all people who earned less than x dollars whose income is from W2s and 1099s, but not 1099Rs. That would exclude people getting social security or payouts from IRAs and 401ks. Just an example.

I do remember them sending out checks once, I think it was during the 2008 period. They were income based and everyone in my office got one but me! I got to hear how the money was spent. I remember one woman getting a new flat screen tv. I think they were for $750 for everyone making under $70 or 80ishK.

Where is Trump going to get the money from? It's $209,128,094,000 ($ 209B!!) - from our taxes?? Surely not from his own pocket...
I am pretty sure we will pay it back one way or another...
