What can I do if the management won't control these noisy neighbors--I can't sleep at night? It's young men shouting and using foul language at 3-4am and in the stairwell and parking lot.

Start throwing a basketball for hours against the wall that they are located...that way they get the feeling how it is and maybe get the message...if not call the cops.

Call the local police each and every time they are so loud they keep you up at night. If there are other neighbors affected, find out how they feel about it and have them do the same if they've had enough too. After you've documented a problem, had law enforcement involved for a period of time and have collected evidence that they are a public nusiance you can actually have charges brought against them. I had a neighborhood do that years ago and the young men in question were forced to move.

Cops and document everything. Make sure you get case report numbers. Speak to neighbors. Who owns the apartment building?? Look it up and send them a certified letter stating there are issues and management isn't doing anything about it. Push comes to shove, if you break the lease, you can prove you've had problems and nothings been done.

Yes this is really all you can do. I hate neighbors who are inconsiderate. It turns into a miserable situation. Home should be a haven, not a place to be upset.

We've rented quite a few places and yes, we have had some sort of trouble with nearly every neighbor.

If you own the place...File a report. Get the police there. Its free. Do it during those hours.
If you cannot have a civil talk with these neighbors then you need authority to now whats going on because it can turn really ugly one night...and then your property will be worth 10 cents.

If you're renting...call the landlord...and move.

I had a neighbor who was not only a mennace to us next door but a mennace to society. He yells and screams at our landscaper, at his car, at the rats in his house. A total nut case. Once we got the police involved....he was......actually the same....I moved.
Here's a video I shot of him one day..first he yells "WHAT THE HELL YOU DOING" and notice he's by himself. then at :11 seconds he says "*****"...Then he goes to the street and yells "F>>IN SCUMBAG!"

Talk to other neighbors and find out if they are having similar issues, but do this while those guys are not around so they don't catch on to what you are doing.
At that late an hour, definitely call the cops.
