Since this thread has been dredged up I will add a clarification regarding some mis-statements that were made. Not every utility company will give the landlord the information on what the utility usage is, they will only provide that to the customer who's name is on the bill. It varies from location to location.
In some states the utility company will hold the property owner responsible for any unpaid utility bills, so there often is a need for the landlords to be able to verify that utility payments have been made before they release a deposit.
