Who pays the electric bill? (lease, tenants, renters, house)

Hi, I rented to four grown men and they didn't pay the last two months before moving out and now the Cookeville electric company wants me to pay the bill instead of making the renters pay. They even shut the electric off one month ago because the renters wouldn't pay the bill but still the electric company turned it back on for a small payment which I don't understand why they didn't demand full payment before turning it back on.
It all depends on whose name the account was in while the renters were in the house. If it were in yours, then I am afraid the bill is yours as well. If it was in one of the renters names, then it is that persons bill.
Then the power company is way off base trying to get you to pay.

The theory is similar to Mechanic Lien Laws in where the Property can be liened for material used at the property and not paid for... It always sounded like a stretch to me...
Some Utility providers... especially small municipally owned utilities, will threaton NOT to restore power until all outstanding bills are resolved... the key is Resolved.
I've only encountered it once and that was with a City Owned Water Company... In the end I prevailed, but not without 2 visits and threats to go to the Media and Public Utility Commission.
Unfortunately, it's another pittfall of Rental Property.
Question.....Renter moves 3 months before end of lease, but is paying the rent to lease end. Renter has paid utilities then had utilities shut off one week after moving. If landlord has utilities turned back on, is renter responsible for utility bill until end of lease?
To my mind, the renter is not responsible. Renter has already turned off the utilities and is even not fighting about not paying rent for an unoccupied unit. Why are you being such a cheapskate? If you want the utilities on, turn them on (in your name) and pay the bills; if you don't want the bills, don't turn on the utilities. And if you rent out the unit before the lease is up, you do not get to collect double rent for any month.
