If you are referring to the purported "astrologer" the OP spoke about, yes, a scam indeed.
But don't paint all astrologers with the same brush.
Not all priests molest kids. Not all Fox News watchers have sub-room-temperature IQs.
I believe there is some substance to some ancient, esoteric knowledge.
But akin to "understanding" the Bible, or "learning to use the internet properly", it requires considerable sifting of wheat from chaff.
And, I suspect, is beyond the ken or interest of many, if not most.
Much ancient esoteric knowledge was developed over millennia by trial and error heuristics. The practical applications tend to have merit but the explanations and theories about how and why they work tend to be complete nonsense.

My position is that there cannot be any legitimate astrologers because astrology is not legitimate. The position of the stars at someone's birth is coincidence and has neither predictive nor causative properties of any sort. Anyone pretending otherwise is a fraud or naive.

How did the doctor determine the exact time of birth for each of your twins? and were they (the twins) identical or fraternal? Since astrologers contend that "...the placements of the sun and planets..." determine a person's predisposition to certain emotional and psychological traits; the exact time and place at birth is (supposedly) highly relevant. What and how was a two minute difference in birth time defined and determined ?
I would contend that the relevant determiners (at conception; not birth) are the genetic make-up of the parent's combined 46 chromosomes (23 each from sperm and egg) that determine eye color, intelligence, number of muscle cells, height, quick twitch muscle fibers, etc.
