If it's "widely used" then I have not seen that. In fact, I have not heard the "buy the cow" term in many, many years. I will take your word for it.
Maybe it's because I watch very little in the way of commercial television and I only hang with mature people that are my age.

I have never heard it applied to men, even though they are certainly providing the sex (milk) that their female partners want--for free.

People who use this statement with sincerity seem to believe that for women, sex is transactional in nature. Which implies that women don't enjoy it, but will trade it for something that has more value to them, like security.

I've heard the expression used as an example of why ppl shouldn't live together before he/she gets a marriage proposal and set a wedding date.

I used he/she....some women are assertive enough to make a marriage proposal to a man, tho most women would prefer to wait for their guy to do the proposing.

i typically hear it used by men who just want to make excuses as to why they dont want to commit to one particular girl for any amount of time. the type of guys that stick around for the 2 year bliss period and then scram as soon as it comes time to move the relationship along.

in any other situation i dont even see it making sense. nobody is getting anything for free if you are both committed and working together as equals.

Yes, but, these days, aren't BOTH getting the milk for free? This expression has no meaning for today's relationships.

It's just another one of those expressions to subtlety control women's actions. Instead of allowing women to think for themselves and to enjoy sex without guilt, it tells us we have to use sex and our body to exert control over men.

Time to throw that expression out the window.

Women don't chase men for sex anywhere near as much as men chase women. They don't have to! Because the men are already chasing them!

However, some women prefer to pick their own partners rather than choose from those who present themselves (and who may not be suitable to her preferences). I've had women choose me when I've not approached them - not exactly chasing, but they've made the first move.
