The majority of voters were against the Civil Rights Act, and Women's suffrage, among other things.

No, actually the majority of voters (68%) supported the Civil Rights Act.
At the time it was passed, 1964, it enjoyed majority public support. In other words, elected officials were acting in accord to the wishes of the majority of the American people.
Good legislation can stand on its own for passage. Good legislation does not increase our national debt three-fold. Good legislation does not require bribes to pass. Good legislation does not require a "simple majority" via the inappropriate use of "reconcillation" over usual Senate rules to pass.
Obama-care is NOT good legislation. It is an all out power grab to nationalize control of citizens options for healthcare treatmentby an evermore ravinous central-power based administration.

Who said it was limited only to the middle or upper class. MANY lower class families have health insurance and adequate health care. You are equating rights to use public facilities like schools and restrooms and voting booths to usage of private practices and hospitals. That is epic fail.
