People have other identifying marks than just the eyes, nose and mouth. Maybe they have a birthmark near the hairline on the neck or prominent ears that would distinguish them from other people. These things can't be viewed with a hijab. Absolutely insane that NYC or anyone would pay out that amount for someone who obviously committed a crime. Criminals have too many rights these days meanwhile the victims suffer.
