Thus, it could have possibly not been on the government pay. Next, he starts kissing 35 cutthroat commanders arses during personal meeting with them.

There are miles of difference between de jure racism and defacto racism. The United States hasn't had de jure racism since 1968(if you don't consider affirmative-action to be racism). Governments making something illegal doesn't stop it from existing.
