So why was the Biden rule applicable in 2016 but not in 2020? Republicans come up with the weak excuse that Trump is up for reelection and Obama wasn't...like somehow that makes some sort of difference.

You recollection is quite wrong. Democrats spent a lot of time negotiating with the GOP on the ACA and accepting lots of their suggested changes to the bill

Nope, that's a lie, it's way too recent for that kind of revisionism.
Dems were pissed in fact that no Rs voted for the final bill even after many of their suggestions were accepted.
No Republican was allowed to offer any suggestions, there was a token involved early but they quit once they realized they were only there to pretend it was a bipartisan effort.
In reality, it was entirely between the left and the far left. The left got them to walk things back a bit... perhaps that's what you think were "Republican suggestions"
