I've been back and forth across the bored in Laredo Tx and San Diego many times and it doesn't mean a dam thing if others do or don't live or go to the border.

Yes. I do not know how DODs. Appropriation bills read, but you are correct, it must include something military related! The wording must be right to release the funds.
There are multiple money pots ... with various strings ... but (from memory ... a while back) one of the most lucrative are infrastructure for the troops. The idea, of course, is to use it to protect US bases overseas from bad guys. Other funds are for military housing ... daycares etc ...

Not only that but those people are all dead now and has nothing to do with those of us alive today and add to that the fact that New Mexico has been a state under U.S. territory for a very long time. I cant stand those who keep whining over the past when even they themselves weren't even alive back then.

Nonsense. It was all stolen from someone else throughout history. The home you are in is sited on land that was forcefully taken somewhere along the line. It's what humans do: take other people's land and women and mix and mingle. It's good for the gene pool.
I live on the border and I know damn well that there’s no emergency.
But...but...but they're TERRIFIED of the brown horde in Wisconsin, Indiana, and the Dakotas! Not to mention Alaska.
