You're right but why doesn't Schumer want it funded and built now? It was the Democrats that changed it from double barriers to flimsy fencing that could be breached. I'm sure Schumer knows that to.

Even if Trump did cry "national emergency" and hijack funds from other agencies, which most likely would result in a ton of court cases, he'd most likely not live long enough to see his wall built. You do realize this wall would take years to complete don't you?

Hopefully, both sides can come up with a way to get more border security and immigration reform, which has what has been needed for years.

Trump did not shut down the Government. There are plenty of people willing to work in those positions. He just needs to say "YOU'RE FIRED"and they will be replaced tomorrow. If something did not go my way at my private sector job and our team "shut down", we would not have jobs, guarantee it.
