Here in NC you are seeing that lower taxes on the top do not filter down. If anything it creates an environment to just hold the cash. The state has no room in budget to offer incentives for growth. There is a growing UE rate which will cause more problems in rural counties, as seen here a large growth in illegal Drug business.
The current tax surplus has been created by a one time calender event which will not happen again, just in time for 2016.
Overall the current Republican GA and Gov. can not get their act together because of the issues the flat tax and the loss of revenue to rural counties has created.

That makes no sense given that once taxes are paid, there is no incentive to "hold the cash"..
its only PRE tax policies which create a reason to hoard onto wealth, since we dont tax wealth, and the higher the tax rate, the less reason there is to convert wealth into income..
That's really not the meaning of "trickle down economics" at all, and I think you know that.
one cant get more "trickle down" than being dependent upon welfare etc.
Allowing people to keep their money simply is a lack of stealing from others, at which point there is no expectation that they will give stuff away.. its just wrong to steal.. regardless of the justification.

‘the philosophy that had prevailed in Washington since 1921, that the object of government was to provide prosperity for those who lived and worked at the top of the economic pyramid, in the belief that prosperity would trickle down to the bottom of the heap and benefit all.’
The benefits of trickle-down economic policy to anyone other than the rich has perhaps been the most effective Republican lie ever, and that's saying something. And it's nothing new. In a quick search online, the oldest reference to trickle-down I found is from a speech by William Jennings Bryan in 1896:
Quote:
There are two ideas of government. There are those who believe that if you just legislate to make the well-to-do prosperous, that their prosperity will leak through on those below. The Democratic idea has been that if you legislate to make the masses prosperous their prosperity will find its way up and through every class that rests upon it.

And yet we have more legislation than ever, and the "people" arent prospering, are they?
