I wonder if part of it is due to the Nepalese workers are coming from the second highest country (elevation wise, not marijuana) in the world, and working in intense heat in a country that is essentially sea-level?
Summer in Qatar makes our summer (Phoenix, AZ) seem like coastal California in comparison. Just as hot temp wise, but with 80° dewpoints every day, for heat index's in the 120°+ range

Most - probably. However it IS like being an indentured servant - you have little to no legal rights - you often have your pay withheld - you can't really quit unless you have money to payback your employer (and none do) and you don't really even live in Doha but on a labor camp operated by your employer.

Qatar, KSA, UAE and Kuwait all have large guest worker populations - some are treated better than others - the UAE for one but Qatar is reportedly the worst.

I imagine you are correct. I also doubt that the Emir of Qatar is providing them with air-conditioned quarters.

Worker Dorms have air conditioning, it is impossible to live otherwise. But you cannot air condition an open Road or a field construction site.

The companies take their passports and withhold their pay. These people can't leave Qatar even if they had money for a plane ticket back - which most don't because they take on debt for the plane ticket there. The workers have no rights or legal recourse, it's a shame.
