You can't build a library on property you don't own. And if an OWSer is going to say that they do "own" it because it is public property, there are still rules and laws pertaining to building, even on public property.
But that is the one thing OWSers really, really hate!!: rules and laws. To them just their very existence is "fascist." And in America, the OWSers hate all rules and laws, except if they benefit them, like the First Amendment (which they apply incorrectly.)
*sniff* *sniff*, well if you want to build something, how about get a job, buy some property and then build what you like with all the people you want to build with... *sniff* *sniff*
Pathetic! Two men[?] crying on camera for the world to see, because a library can't be built just because they want one. If they want somewhere to hang out with like minded people, why don't they go to their local Starbucks. Hey women of Toronto- Have any interest in these two whining wimps?

I swear, all the OWS "men" I've seen are of the pansy-derriere variety, ones that are easily rolled over and walked on.
The thing about this one that bothers me most is what kind of really good reading he had in his "library".
I bet not much that I would want to read since I am pretty sure his politics and mine are very different.
Gosh, with all that weeping one would think they were related to Speaker Boehner.
