If the U.S. were to withhold aid, it would trigger the cancellation of defense contracts which means increased unemployment of U.S. defense industry workers and businesses that support them, which leads to increased unemployment and other welfare benefits, which means states have to pay out money they don't have, which means they need to borrow from the federal government who deficit spends to make those loans.
The entire defense industry is totally dependent on federal government spending, including foreign aid. The ripple effect has an enormous impact.

Who cares, if their jobs are solely a product of pork spending on the backs of the actual worker, then to the unemployment line they go.
Not only are they thriving in an artificial and immoral market, they are probably compensated very generously to add insult to injury.
Anyone who would shed a single tear over this, is absurd.
