those tweets don't exist on David Plouffe's twitter page. They came from @SHannitysHair, some hack. That's why it says "Shorter:" at the beginning; he's not quoting, he's paraphrasing (adding his own spin.)
Also, they're dated "May 13 2013." Today is May 13. Which is funny, because twitter doesn't display the date if a tweet was made within the past 24 hours... it lists how many hours ago it was posted. So unless @SHannitysHair has a time machine, then I'd say he made that quote up.
We will note, he still doesn't back track from his statement that it had to be done.
"We" will not note such a thing, since that link does not contain the statement you claim, which is: "that it had to be done."
According to your link, here is what Plouffe said:
"In terms of impact. Reading much of the coverage layperson would get sense premeditated attempt to effectively silence political opponents. I do think not as a justification but as an evaluation of any impact it is important to note that it would not appear their aims or fundraising were affected. So indefensible behavior by IRS clearly the story. As people are doing analysis it's a secondary point."

Why do you just wonder about Democrats? You don't think Republicans are doing the same thing?
The trick is you have to know what those statements actually were, you can't just go around making up nonsense and attributing it to him.
He doesn't try and explain away what he didn't say.
