I wrote and edited large portions of that when I was at TRADOC Headquarters in 1984. I believe that was published officially in 1986 when we adopted Soviet Military tactics as part of AirLand Battle 2000.

FM 3-39.40 is not classified. Distribution is restricted, however, it provides a mean for general publication:
