Nonsense, of course you can. Everyday a public street somewhere in this country (from large cities to small towns) is blocked off for some event. Food booths are set up, stages for entertainment, and portable toilets line the sidewalks.
OWS has got just as much rights as anyone else to use public spaces.
Those events had, wait for it, wait for it... PERMITS! Did the OWS crowd? I don't think so. See the difference now?
Then post an accounting of it. Because in my research, there is no other city on public record having obtained permits.

Did Occupy Oakland have a permit to hold an endless protest in a public park? Of course not. That's why the delivery was denied, you have to get a sanitation permit to have portable toilets delivered to any event on public property.
Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.
The Constitution says nothing about needing a permit to exercise your rights. Permits are just a police state tactic, to limit freedom. Like refusing sanitation facilities to demonstrators, and then shutting down the demonstration for health reasons.
