Are you saying that anyone in any country who wishes to enter the US should be allowed to do so?

No, I think we should allow those who can't speak the language, and have no criminal background in.

Quick background check, and get them a green card. If they show they can find employment and can self sustain, then yeah, after about 5 years of working in the country with a green card that you got with hardly any restrictions, let them in and become citizens.

What you've described above actually is already in place.
The US accepts about one million immigrants annually.
