the strip is dead at 5pm as it is... it will take a LOT for it to be even a late night destination, let alone 24 hr.

Not necessary, but I think it helps to anchor an area with 24/7 activity. You want to fill it with places that "always have the lights on" to feed the sense that the place never sleeps, and the more such establishments the better. Plus the workers themselves can patronize the surroundings businesses at all hours. Stores and shops are somewhat ephemeral so you want stuff with staying power like hospitals, police stations, etc. to keep up the momentum.

I think you are missing the point. It's not build a hospital and it attracts restaurants. It's putting in establishments that have people there 24/7 to help undergird an all hours district.

As is. And there might be better candidates. But it looks like it has development possibilities. If it was once, it could be again.

I don't see how it could be negative unless people were coming in off the street to eat at the hospital cafeteria and buy stuff at the hospital gift shop. "Honey...let's do some shopping and have dinner afterwards" "Sure Babe, we can shop in the hospital gift shop and then grab some meatloaf, peas, and jello in the hospital cafeteria!" "Oh Honey, I can never get enough of that delicious hospital food!" I suspect even hospital employees and families will on occasion pass up the gastronomic delights of hospital cuisine and check out the other nearby fare.

Anyway, even if true, it could be a way to rethink how a hospital integrates into its surroundings. I mean casinos are even more self-contained but some areas are working on how to integrate them so that they can help spur the surrounding development.
