I don't think Philadelphia is "less" than NYC, I just don't hold them to the same standard, because NYC is basically the most powerful city in the world. I was talking about NYer's in general.

But according to the article, the neighborhood's main RCO is on record as not opposed and the residents who attended its meeting on the project voted overwhelmingly in favor, so the only thing that I see that might stop it now are the ZBA or a holdup with financing.

Something tells me that the ZBA won't deny the variance unless opponents stage a sit-in at the hearing, and maybe not even then.

I'd hope you're right and glad to hear the opposition is in the minority.

Folks need to understand that vacant/underutilized lots in an urban environment hold neigborhoods back. It's definitely another form of blight that doesn't reflect well on the city.

Actually, Paul Levy's and Jerry Sweeney's preferred plan of action calls for raising some taxes in order to cut others.

Specifically, the head of the Center City District and the CEO of Brandywine Realty Trust, the region's largest commercial landlord, have been arguing for some time now that commercial property should be taxed at a higher rate than residential property and the proceeds used to cut (or even eliminate) city business and personal income taxes ("don't tax what moves, tax what doesn't," is how they put it).

The thing is, the state Constitution needs to be amended to allow this. I think a bill proposing such an amendment has passed both houses of the General Assembly in the session now concluding. The bill needs to pass in a second General Assembly, which we'll get next year, and then go to the statewide electorate for approval.
